						<Abstract Language="En">The article initially discusses labor-management relations very briefly, considering collective bargaining in the private sector more or less as a model. Then, a more in-depth analysis is made of collective bargaining in government--first at the Federal level and subsequently at the state and local levels. In citing apparent trends that seem to emerge from the analysis, emphasis is placed upon the value of extending the right to strike to public employees. The writer--an arbitrator--suggests that final and binding voluntary arbitration as well as limited compulsory arbitration constitute a means of promoting harmonious labor-management relations in the public sector.</Abstract>
