Abstract
This article is an edited version of the City of Minneapolis' appeal brief to the Minnesota Public Employment Relations Board involving a bargaining unit for professional employees. The City's case covers the criteria of the Minnesota law and argues for a citywide unit of professional employees. Factors examined include the effects of overfragmentation, the practice of other governmental jurisdictions, and history and extent of organization.
