Abstract

The author analyzed a sample of negotiated contracts on three educational level--public schools, junior colleges, and senior colleges/universities--to determine whether decision making was in the hands of managers or the professional employees. It was found that a realignment of power relationships is currently under way as a result of collective bargaining.
