Abstract
The author recommends the integration of a neutral party into negotiations in education from the beginning of bargaining. Also delineated are four roles or procedures that the neutral, called a negotiations facilitator, could accomplish to serve the public interest during negotiations. Several other suggestions to provide consumer input and flexibility into negotiations and contracts are described. This work is licensed under a Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 United States License.
