						<Abstract Language="En">The authors examine the scope of collective bargaining in the public sector by tracing its development in Pennsylvania Court and labor board decisions. They found the same distinction between mandatory, permissive, and unlawful subjects for bargaining that has been developed under the National Labor Relations Act has emerged in public employment. The Pennsylvania experience shows that these distinctions will be drawn on a case-by-case basis.</Abstract>
