Abstract
This paper examines whether a shortage of arbitrators and other neutrals in the field of dispute settlement actually exists, what the ramifications of such a shortage are, and if so, whether it is severe. Secondly, the history of the National Academy of Arbitrators is examined to determine what the Academy has accomplished in the training of new members for arbitration.
