Abstract
This article examines new developments in the law pertaining to the organization of courthouse employees in Pennsylvania. Recently the Pennsylvania Legislature passed Act 115, which statutorily designates the courthouse public employer, thereby limiting the previous court criteria applied in making such courthouse public employer determinations.
