Abstract

The author discusses the inconsistency between the hypotheses and findings in a study by Butcher and Schenker of contractual provisions negotiated by affiliates of three major unions in public higher education. The discussion focuses on the inclusion of chairmen in bargaining units. The author concludes that the position of the three organizations on the chairman issue varies from case to case and that organizational preferences may be overruled by the NLRB or state labor boards.
