Abstract
During the past three years, the policies of the United States Comptroller General regarding the review of back pay arbitration awards in the federal service have undergone a significant transition toward accommodating the implementation of monetary awards. The adoption of the "but for" test in fashioning back pay awards and the emphasis placed on the interpretation of applicable regulations establish definite guidelines that arbitrators must consider in order for an award to be implemented.This work is licensed under a Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 United States License.
