MARTIN, LIZABETH A. BARCLAY, AND LAWRENCE L. BIASATTI Measures of labor relations success and attitudes of managers and unionists were collected at two times in six federal government facilities. Significant differences in each time period were found between facilities on success and management attitudes but not union attitudes. There were significant correlations between the management attitudes and success in both time periods. The results lend support to the hypothesis that management attitudes toward the union have a strong effect on the success of union-management relationships in the public sector.
