Historical approaches to this problem include the labor theory of value, cost: benefit analysis and energy analysis. The limitations of these methods as applied to resource utilization are discussed, and the use of multiattribute utility theory is suggested. The primary objective of increasing the efficiency of resource use is used to generate an objectives hierarchy, and list of relevant attributes. A.
