This causative chain is a complex process involving physical, technological, economic, social, health, and legal factors. The purpose of this paper is twofold: 1) to examine some of the complex cause and effect relationships which exist between planning decisions and air quahty; and 2) to describe the resultant need for modern analytical methods to predict the long-term air quality implications of planning scenarios.
