						<Abstract Language="En">This paper discusses the legal component of a systems approach to environmental problems. In Part I, the scope and nature of the legal process is reviewed for the nonattomey reader. Aspects of the legal process that have a major impact on environmental areas are considered in more detail. In Part II, a systems approach integrating legal and technical solutions to environmental problems by operational research techniques is outlined.</Abstract>
