Air pollution, noise pollution, access disruption, loss of job opportunities, and loss of housing are analyzed. Considerable additional work in these areas has been performed by the author and others since this paper was written two years ago. This additional work represents significant extensions to the material presented here, and will be reported in a subsequent paper. Tio C.
