In the Nineteenth Century, the first significant efforts at reducing the damages of floods were begun. The responsibility was primarily a local one; now there exists a complexity of individual and governmental response to floods. The nation has become more aware of the limitations of "flood control" measures and more receptive to suggestions about land use management. It is the purpose of this paper to examine the changing approaches to flood plain management, especially land use controls, and to highlight the need for a stronger national effort to this end. W. G.
