A CONTRACTUAL NO-LAYOFF GUARANTEE IN HIGHER EDUCATION

Abstract

Under the contract between the State University System of Minnesota and the Inter-Faculty Organization, an affiliate of the National Education Association and the Minnesota Education Association representing all faculty members in the system, no faculty member who has at least twenty years of service in the system or who is within five years of mandatory retirement can be laid off. This study describes the guarantee, explores its origin, and discusses its implications in the context of enrollment decline and retrenchment in higher education.
