Multiattribute Preferences: Application to Resource Allocation

Abstract
The efficient allocation of scarce resources represents a complex value problem. Historical approaches to this problem include the labor theory of value, cost: benefit analysis and energy analysis. The limitations of these methods as applied to resource utilization are discussed, and the use of multiattribute utility theory is suggested.
